A moins de traites, de lois, de reglements ou de prohibitions speciales contraires, les ports sont ouverts aux navires de guerre etrangers, a charge par ceux-ci d'observer strictement, pour leur entree et leur sejour les conditions sons lesquelles ils sont admis.
