Ainsi que nous l’avons précédemment évoqué, les attentats du 13 novembre dernier ont amené le Président de la République à annoncer rapidement la mise en œuvre de l’état d’urgence, avant d’informer le Congrès réuni à Versailles d’un projet de réforme constitutionnelle concernant notamment les mesures d’exception pouvant être adoptées en temps de crise ainsi qu’une éventuelle déchéance de nationalité française des auteurs d’actes de terrorisme.

C’est dans ces conditions qu’a été présenté en conseil des ministres, le 23 décembre dernier, le texte d’un projet de révision de la Constitution visant notamment à y intégrer l’état d’urgence.
