Les navires de guerre 6trangers admis dans les ports doivent respecter les lois et les
rtglements locaux, notamment ceux qui concernent la navigation, le stationnement et la
police sanitaire. En cas de contravention grave et persistante, le commandant, apr~s avis
officieux et courtois rest sans effet, pourrait Atre invit6 et, au besoin, contraint & reprendre
la mer. II en serait de m6me si les autorit~s locales jugeaient que la presence de son navire
est une cause de danger pour la sret6 de l'Etat. Mais, A moins d'extr~me urgence, ces
mesures rigoureuses ne doivent Atre employees que sur l'ordre du Gouvernement central du
