Le Premier ministre a présenté un projet de loi constitutionnelle de protection de la Nation.

Ce projet de loi avait été annoncé par le Président de la République lors du congrès réuni à Versailles le 16 novembre 2015, deux jours après les attentats ayant frappé la France et tué 130 personnes.

Il comprend deux articles relatifs, d'une part, à l'état d'urgence et, d'autre part, à la déchéance de nationalité de bi-nationaux nés français qui ont été condamnés pour des crimes très graves. L'article 2 du projet de loi permettra la déchéance de nationalité pour les binationaux nés Français. Les règles qui leur seront applicables sont ainsi rapprochées de celles actuellement en vigueur pour les binationaux devenus Français. A la suite de la révision constitutionnelle, une loi ordinaire sera nécessaire pour fixer les modalités d'application de ces dispositions, notamment la liste des crimes pouvant conduire, en cas de condamnation, à la déchéance de nationalité.
